"Redefining Property Values"

Here is an article I read recently in the Washington Post about builders who built different subdivisions of a new California community according to a sociological survey given to potential buyers. Buyers deemed "status-oriented" were pushed towards one subdivision, "Covenant Hills", while "Terramor" was a subdivision for people who described themselves as environmentally conscious. What do you think of this attempt to create a neighborhood out of thin air? Is it something that would work in Charlottesville?
